Position Overview The Director of Parking and Transportation
Services reports to the Assistant Vice President of Auxiliary
Services and is responsible for all elements of leadership, vision
and strategies for the University of Idaho's Moscow campus parking
and transportation system. The position is responsible for
providing leadership, expertise, and management for the
administration of the Department of Parking and Transportation,
including directing and monitoring daily activities for a team of
up to 10-14 permanent employees and 3-5 temporary or part-time
employees.
The director works as a member of the team while frequently
performing tasks independently. The director is expected to
exchange ideas, share information, explain policies and procedures,
and review ideas, information and opinions with others in order to
devise procedures and programs and/or arrive jointly at decisions,
conclusions or solutions. The director is expected to set
priorities and assess and respond to customer needs. Unit Overview
Parking and Transportation Services' goal is to provide
customer-oriented parking options and exemplary service to
students, faculty, staff and visitors to the University of Idaho.
The department also strives to offer sustainable, customer-oriented
transportation programs and services to students, faculty and
staff. Parking and Transportation Services is an auxiliary unit
that covers its expense and operations through revenue generation,
largely through permit sales, meter revenue, events and citations.
The department's annual budget is approximately $1.5 million.
Parking and Transportation Services maintains approximately 5,000
parking spaces on the Moscow campus in surface parking lots and
on-street parking areas. Our Mission

Responsibilities Key Accountability Setting direction and leading
day to day management of Parking and Transportation Services
department activities by: Job Duties
- Working with a high degree of professionalism and nurturing the
same among staff;
- Supervising an outstanding team of parking and transportation
professionals that are committed to excellent customer service and
the delivery of high-quality programs/services;
- Managing a campus-wide parking permit and enforcement systems
and teams;
- Ensuring proper maintenance of parking equipment, facilities,
and signage, and overseeing event parking management and
planning;
- Managing all university parking map development and department
communications to the campus community including multiple
channels;
- Working with vendors and local transportation providers that
provide programs supporting university transportation needs, and
promote available services;
- Developing and implementing an annual parking and
transportation budget;
- Determining appropriate fee structures required to sustain the
integrity of parking operations and build reserves for future
campus parking and transportation needs;
- Implementing current equipment, tools, programs, policies,
practices and systems to ensure effective, efficient, principled
and customer service-oriented operations;
- Managing the university access shuttle program ensuring quality
transportation services to mobility-impaired constituents. Key
Accountability Providing leadership, communications and problem
solving by: Job Duties
- Working with campus stakeholders and others to develop and
update department strategic plan that takes into account best
practices and innovative programs for parking management and active
transportation and transit-oriented transportation to, from and
within the campus;
- Recommending changes and improvements for the university
parking, transportation, and vehicle operations consistent with
university policy, the campus planning process, and in
collaboration with campus partners and other stakeholders;
- Ensuring that programs and services are actively communicated
to campus constituents and visitors and that the department
provides principled and excellent customer services;
- Ensuring that all programs and services are appropriately
marketed for maximum access by campus constituents and
visitors;
- Professionally representing the university on several internal
and external working groups;
- Maintaining professional relationships with university faculty,
staff, and student leadership organizations, Washington State
University colleagues, city staff, and local transit providers to
ensure coordination of effort and identification of opportunities
for shared services;
- Engaging routinely with members of the campus community -
students and employees, visitors to the university, parents of
students, city and regional community partners in the parking and
transportation field, and colleagues in campus units such as the
police, ASUI , Athletics, Facilities, and Budget and Planning;
- Participating in relevant professional associations to remain
current on knowledge and skills;
- Composing well written professional communications to the
campus community in general, in response to upset customers, and in
the delivery of difficult messages. Key Accountability Leading
alternative transportation and capital project planning by: Job
Duties
- Researching, implementing and managing programs and services
aimed at facilitating the use of alternative modes of
transportation and work habit modifications to minimize the need
for on-campus vehicular parking;
- Promoting a multi-modal approach to commuter services and works
to ensure availability of appropriate options;
- Administering all on-campus transportation programs to include
related equipment and personnel and/or vendor contracts;
- Supportings campus planning initiatives and sustainability
goals with parking and transportation demand analysis and
projections, placing an emphasis on traffic demand management and
development of alternative transportation options including seeking
grant opportunities for federal, state, and local transportation
grants;
- Collaborating with campus planners and decision makers in
developing and implementing a university parking and transportation
system plan;
- Maintaining department deferred maintenance plan and
prioritizes capital project plans accordingly. Key Accountability

- Ensuring that employees reporting to them are adequately

- Developing, approving, and/or implementing safety procedures
and programs as needed, and annual performance evaluations will

- Serving on local or state transportation boards and

- Maintaining professional and technical knowledge by attending
educational workshops and reading various professional

- Performing duties as assigned by AVP and VP. Position
Qualifications Required Experience
- Experience in Parking and Transportation or related field.
- Two years' experience in business operations management.
Required Education
- Bachelor's Degree in Finance, Business Administration or
related field; four additional years of business operations
experience (6 total) may substitute for bachelor's degree. Required
Licensures, Certifications or other
- Must possess a valid motor vehicle operator's license and be
able to meet policy requirements for driving University
vehicles.
- Ability to be on-call for emergencies and/or campus events
during non-business hours, weekends, and holidays. Additional
Preferred
- Experience working with an enterprise resource planning ( ERP )
system for parking (e.g., AIMS , T2 Systems).
- Excellent oral and written communication skills and sensitivity
to effectively interact with a highly diverse campus
community.
- Leadership abilities as evidenced by the successful
implementation of programs and processes, the development and
maintenance of collaborative relationships, and strong employee
supervision and development skills; Demonstrated:
- Skills in budget development and management, and administering
complex public business practices.
- Ability to develop, recommend and implement short and
long-range strategic plans.
- Analytical, problem solving and data-driven process evaluation
skills.
- Ability to consistently demonstrate a high degree of personal
integrity and emotional maturity.
