Division/College College of Education, Health & Human Sciences Department Ctr on Disabilities & Human Dev FLSA Status Overtime Exempt Employee Category Exempt Pay Range $41,288 annually or higher depending on education and experience Type of Appointment Fiscal Year FTE 1 Full Time/Part Time Full Time Position Overview The Lead Regional Quality Child Care Consultant, in collaboration with the Assistant Director, is responsible for assuring that the assigned regional office staff meet the goals of the IdahoSTARS program. The Lead Consultant is responsible for oversight of their assigned region including daily on-site supervision of regional office staff; ensuring adherence to established processes and procedures; providing consultation services (site visits) to child care providers; providing technical assistance to child care providers and utilizes an early childhood coaching approach; recruiting IdahoSTARS qualified trainers to participate in the Idaho STARS training system; providing resources to child care providers and registry participants; and providing leadership in the development and completion of community outreach events and opportunities in order to increase awareness of the value of quality care and education. Unit Overview CDHD /IdahoSTARS is a statewide program funded by Idaho Department of Health and Welfare-Block Grant, designed to assist parents by offering child care referrals and information about quality child care settings as well as to assist child care providers with a variety of professional development opportunities and resources. The Center on Disabilities and Human Development ( CDHD ) is Idaho's University Center for Excellence in Developmental Disabilities ( UCEDD ). There are 67 UCEDDs throughout the U.S. and its territories; each one associated with a university. UCEDDs strive, through education, outreach, research, and service to accomplish a shared vision that foresees a nation in which all Americans, including Americans with disabilities, participate fully in their communities. Position Responsibilities Key Accountability Provide coaching and technical assistance to early care and education professionals by providing consultation on-site, to support quality improvement in IdahoSTARS seven quality domains by: Job Duties Delivering timely, on-site technical assistance utilizing an early childhood coaching approach to ensure understanding of developmentally appropriate practices, reinforce quality inclusive child care, and advance awareness of early care and education; Using a language line or interpretation services to communicate with customers who speak a language other than your own; Providing coaching and support for child care programs, directors, and staff who are participating in the QRIS ; Assisting providers in understanding, reviewing, and utilizing early childhood observation tools including Environmental Rating Scales, CLASS observation tool, TPOT (Teaching Pyramid Observation Tool for Preschool Classrooms; Maintaining current knowledge and implementation of appropriate developmental monitoring, screening, and assessment in early childhood settings; Developing quality improvement action plans with Steps to Quality Programs ( STQ ) to support progression in Idaho's Quality Rating and Improvement System ( STQ ); Providing guidance to providers who utilize lending library materials; Modeling appropriate facilitation strategies, and demonstrating effective techniques when working with children of multiple ages; Facilitate Child Development Credential Cohorts to advance the qualifications of the child care workforce; Document quality improvement efforts in IdahoSTARS' various database systems in a timely manner. Key Accountability Provide consistent collaborative efforts with regional partners and child care professionals to strengthen quality services in the early childhood community by: Job Duties Maintaining contact and collaborating with regional agencies, businesses, and organizations, and documenting such activities in IdahoSTARS RISE database and or Smartsheets; Participating and potentially coordinating the regional Idaho Child Care Resource Network, quarterly meetings and other relevant council boards or committees, and submitting minutes to the statewide CCRC Assistant Director; Providing presentations to community organizations, agencies, and businesses to raise awareness of quality, inclusive child care and the IdahoSTARS program; Identifying individuals who may qualify as an approved trainer and assisting with the application process, and coordinate and deliver regional training opportunities; Researching and identifying unmet needs in the community; planning and delivering services to meet the needs of the community; Contributing region-specific contributions to the statewide newsletter, monthly disseminating current information to registry participants of training events, scholarships and mini-grant opportunities. Key Accountability Provide supervision and oversight of the regional Child Care Resource Center office and staff by ensuring that duties and responsibilities are being met according to the IdahoSTARS scope of work by: Job Duties Leading weekly staff meetings and multidisciplinary team meetings; Training and mentoring staff in providing technical assistance utilizing the coaching approach in collaboration with the CCRC Assistant Director; Providing leadership, guidance, and information in developmentally appropriate practices to assist staff in their roles and responsibilities; Conducting annual performance reviews for staff; Ensuring that duties and responsibilities are being met and that the deliverables cited in the IdahoSTARS scope of work are completed in a timely manner; Supervising and monitoring the professional development of regional staff- establishing and maintaining professional, collaborative relationships across the region; Providing professional development opportunities to staff at least once a year; Engaging in Strategic Planning with identified IdahoSTARS Core Function Leads; Developing and implementing work plans for ongoing recruitment and retention of programs and professional participation with various IdahoSTARS programs in collaboration with CCRC Assistant Director; Monitoring regional office budget. Key Accountability Provide recruitment and retention of Early Care and Education Professionals by overseeing or presenting orientations: ICCP (Idaho Child Care Program), Professional Development System (PDS) and Quality Rating and Improvement System (QRIS) by: Job Duties Conducting and ensuring that orientations, renewals and follow-up visits are completed by appropriate staff; Providing guidance and follow-up services to child care providers, including site visits to provide additional training, information, coaching, technical assistance; Providing follow-up support to address complaints or concerns, etc.; Utilizing data reports to inform quality improvement efforts in their assigned region for ICCP , PDS , STQ , Academic Scholarship programs. Key Accountability Contribute to regional office team effort by coordinating regional training opportunities for early care and education professionals. Participates in CDHD and IdahoSTARS conference calls, summits, video conferences and other organized meetings by: Job Duties Overseeing staff participation in peer exchange opportunities; Participating in IdahoSTARS conference calls, summits, video conferences, and other organized meetings; Maintaining on-going communication with the statewide CCRC Assistant Director; Maintaining current knowledge and awareness of UI events, procedures, policies, and information as disseminated by UI; Attending CDHD staff meetings as required. Required Experience Experience: Five years experience in the field of early care and education which could include experience as a preschool teacher, child care provider, child care director, or educator of young children in a child care or elementary setting; Conducting adult workshops and trainings (small and large groups); Interpreting federal or state regulations/guidelines; Managing office budgets. Skills Specific to this Position:Computer skills: Using computers and software for email, scheduling, word processing, data organization, and research. Required Education Education:Bachelor's Degree in Early Childhood Education, Elementary Education, Child Development or any bachelor's degree with at least 36 ECE related college credits. Required Licensures, Certifications or other Requires the ability to travel between locations during the business day for meetings and support of program activities; Work evenings and weekends as needed. Additional Preferred Education:Master's Degree in Early Childhood Education, Elementary Education, Child Development or any master's degree with at least 30 ECE related credits. Experience: Five years' experience in the field of early care and education; Coaching in an Early Childhood setting; Leading or Directing and early care and education program. Possess a good understanding of the written and spoken English and Spanish languages utilizing appropriate grammar and accurate spelling; Conducting independent research; Supervising adults and managing staff. Providing liaison with customer/provider groups; Gathering, assembling, correlating, and analyzing facts; Devising solutions to problems; Writing concise reports. Ability to: Maintain high level of confidentiality; Demonstrate strong interpersonal communication skills; Use correct spelling, punctuation, and grammar in composing written statements; Manage a variety of projects simultaneously; Portray a professional demeanor; Knowledge of: IdahoSTARS and the Idaho Child Care Program; Quality inclusive child care and developmentally appropriate practices.
